Northrop Grumman Defense Systems is currently seeking a Manager of Program Control 3 who would be the Business Management lead for one of the two operating units (OUs) within the Propulsion & Controls Business Unit.
The Northrop Grumman Propulsion Systems and Controls (PS&C) facility in Elkton, Maryland began solid-propellant rocket operations in 1948. Today, the Elkton PS&C facility designs, develops, and produces solid-propellant propulsion and ordnance systems in programs professionally managed for a wide variety of Government and commercial customers. The facility also serves as the hub for offsite engineering and test facilities in Ronkonkoma, NY, Palm Beach Gardens, FL and San Jose, CA.
Elkton, Maryland is located on the Upper Chesapeake Bay, midway between Philadelphia and Baltimore. The role will include, but not limited to:
- Business Management partner to the Operating Unit (OU) Director of Programs
- Build and lead a team of highly motivated and effective program control professionals to include hiring/training/developing employees, assigning work scope to employees, and providing daily direction to employees
- Collaborate across functional teams to ensure success
- Interface with a multitude of internal and external customers
- Manage and provide comprehensive analysis of OU financials, including long range strategic planning, financial forecasting, reporting and analysis, estimate at completion analysis, working capital analysis, customer deliverables and program management aligned with the principles of earned value.
- Deliver predictable financial performance and drive for continuous process improvement.
- Compliance with all internal and external financial requirements, including support of compliance audits.
Basic Qualifications:
- Bachelor’s degree in Business Administration, Accounting, Finance, or related discipline with 9+ years of related experience – OR – MBA with 7+ years of related experience.
- Knowledge of government program budgeting and forecasting, as well as Annual Operating Plan development.
- Excellent communication skills, both written and verbal, with the ability to use them in informing and presenting to all levels of management.
- Experience preparing and presenting financial analysis to management.
- Prior leadership experience (team, people, project, program, etc.).
- Proficient in Microsoft Office suite.
- Ability to obtain and maintain a U.S. DoD security clearance.
- Must be able to work onsite in Elkton, Maryland.
Preferred Qualifications:
- Experience developing and presenting business strategies, financial information, and risk assessments to leadership teams
- Experience interfacing with government audit agencies such as DCMA and DCAA, as well as accounting auditing agencies
- Current U.S. DoD security clearance.
- 2+ years of functional management experience and demonstrated ability to lead teams and develop talent
- Experience with Deltek COBRA and CostPoint
- Experience with SAP
- Experience with Planisware
- Experience in schedule-sensitive and change-intensive environments.
- Experience in defense and/or aerospace
- Prior experience with Earned Value Management.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
