Northrop Grumman is currently seeking a Principal Supply Chain Subcontract Specialist (Level 3) to join our team to support the Missile Products (MPD) and Propulsion Systems and Controls (PS&C) business units.
The main location of the PS&C business unit is in Elkton, Maryland with smaller support sites in Ronkonkoma, New York and Palm Beach Gardens, Florida. The MPD main location is at Rocket Center, West Virginia with additional support at the Plymouth, Minnesota.
This position can be worked from a remote location away from these locations.
Position Summary
- Owns contractual management for the supplier. Responsible for source selection from contract proposal to execution phases.
- Collaborates on subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and/or services.
- Coordinates and collaborates with key stakeholders such as contracts, engineering, quality, supplier development, planning, operations, program and end-users.
- Prepares bid packages, conducts bidders conferences, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes awards, and administers resulting subcontracts.
- In conjunction with quality organization, evaluates and monitors supplier quality and reliability, as well as supplier ability to support required delivery schedules.
- Identifies strategies and opportunities to reduce cost, improve efficiency and manage risk through strategic and targeted negotiations.
- Manages performance of subcontracts, ensures compliance with all public law requirements as well as company (and business) policies and procedures including import/export regulations.
- Employs sound business practices and assesses supplier performance as part of follow-up activities.
- Manages and develops strategic/key suppliers.
- Forecasts, reviews and approves supplier payment as needed.
- Utilizes process tools such as Lean Six Sigma with suppliers to drive quality, efficiency and continuous improvement.
- Execute teaming agreements and non-disclosure agreements, which may include several parties.
- Negotiate and coordinate additions, deletions, or modifications to subcontracts.
- Review procurement packages of peers
- Mentor, train, and guide more junior teammates
- Read, interpret, and implement written procedures to maintain compliance

Basic Qualifications:
- This position emphasized skills and experience. Must have 9 years of experience in Supply Chain. Will also consider a Bachelor’s degree in Business, Finance, Supply Chain Management or related field with 5 years of experience or a Master’s degree in Business, Finance, Supply Chain Management or related field with 3 or more years of experience.
- Experience in supply chain, business management, contracts or other related field
- Prior Procurement/Subcontracts experience
- Strong understanding of the FAR\DFAR
- Knowledge of Earned Value Management System (EVMS)
Preferred Qualifications:
- Demonstrated management/Leadership abilities
- Good Organizational Skills
- Working knowledge of the BAP
- Advanced level Price Cost Analysis
- Proficiency in Microsoft office suite
- Costpoint, SAP or other ERP purchasing system experience
- Knowledge of multiple contract types (T&M, Cost Reimbursable, FFP, etc.)
- Experience with international/foreign procurements/policies
- Experience working on high dollar development Subcontracts
- Experience conducting oral presentations to senior leadership
- Previous Team Lead or Management experience
- Working Level Knowledge of Business Law
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results.
