As a Procurement Specialist – Level 3 or Level 4. You'll be crucial to missions of paramount importance, defining the art of the possible from day one. This position can be located in one of the following locations: San Diego CA; Commerce CA; Oxnard CA; or, Beltsville MD.
This position can be filled at either a Level 3 or 4.
In this job, you will:
Develop RFQ utilizing specifications, statements of work, and terms and conditions for the procurement of specialized materials, equipment, and/or services
Prepare bid packages, analyze and evaluate proposals, negotiate PO provisions, administer resulting PO and ensure on time delivery
Manage performance of Purchase Orders and assigned suppliers, ensure compliance with all public law requirements as well as company (and business) policies and procedures including import/export regulations
Coordinate and collaborate with key stakeholders such as contracts, engineering, quality, planning, operations, program and end-users
In conjunction with quality organization, evaluate and monitor supplier quality and reliability, as well as supplier ability to support required delivery schedules
Identify strategies and opportunities to reduce cost, improve efficiency and manage risk through proactive supplier management
Utilize process tools such as Lean Six Sigma with suppliers to drive quality, efficiency and continuous improvement

Basic Qualifications:
Basic Qualifications for a Level 3:
Bachelor’s degree in Supply Chain Management, Business, Finance, or a related field with 5+ years of professional experience in Purchasing, Subcontracts, or Contracts – OR – Master’s degree in Supply Chain Management, Business, Finance, or a related field with 3+ years of professional experience in Purchasing, Subcontracts, or Contracts. Will consider an additional 4+ years of experience in lieu of degree.
Basic Qualifications for a Level 4:
Bachelor’s degree in Supply Chain Management, Business, Finance, or a related field with 8+ years of professional experience in Purchasing, Subcontracts, or Contracts – OR – Master’s degree in Supply Chain Management, Business, Finance, or a related field with 6+ years of professional experience in Purchasing, Subcontracts, or Contracts. Will consider an additional 4+ years of experience in lieu of degree.
Additional Basic Qualifications for both levels:
Strong verbal and written communication skills.
Demonstrated leadership, critical thinking and innovation behaviors in past projects, roles or experience.
Strong time management and organizational skills; ability to keep multiple priorities moving forward.
Experience in a MRP system, SAP, CostPoint, Oracle.
Ability to travel up to 10% of the time.
No clearance required to start.
Preferred Qualifications:
Master’s Degree in Business or Supply Chain.
Experience with large dollar, complex purchases including subcontracts and long-term agreements.
Experience procuring in an NPI / concurrent engineering environment.
Experience in machining, forgings, extrusions, electrical or raw material commodities.
Experience leading negotiations with suppliers.
Ability to read technical drawings and documents.
Knowledge of government contracting requirements and regulations (e.g. FAR, DFARS, ITAR, etc.).
