Northrop Grumman Mission Systems is seeking an experienced Empowered Official to join the International Trade Compliance organization as Sr. Manager, International Trade Compliance based out of Linthicum, Md.
What You Will Get To Do:
This position has responsibility to provide leadership and support for the Airborne Multifunction Sensors (AMS) division and the Navigation, Targeting & Survivability (NTS) division Electronic Warfare & Targeting (EW&T) Business Unit to enable compliant international business across multiple locations. The person will lead a team of managers and professionals to develop export authorization strategies and implement policies and procedures for all export/import licensing and compliance activities.
Key responsibilities include:
Lead the AMS & NTS EW&T ITC staff to provide transactional support, guidance and training as required for the ongoing success of the business, driving accountability through management via metrics
Provide advice, guidance & authorization strategy concerning the requirements, interpretation, and obligations of U.S. export regulations and implementation of such requirements
Provide day-to-day people and subject matter leadership for the assigned team and create an environment that accelerates development of talent
Serve as the senior AMS Empowered Official for transactional compliance with export regulations, license preparation and processing, and the use of exemptions and exceptions in lieu of licensing
Develop and execute licensing strategies, export authorizations, training, and guidance based upon knowledge of the U.S. export regulations and implementation of Northrop Grumman policies and procedures
Responsible for evaluation of technology, hardware, software and services (including classification) to identify licensing requirements and ensure appropriate authorizations for export and import are in place (exceptions, licenses)
Maintain awareness of changing export control laws and regulations and provide analysis regarding applicability and impact to division services and technologies, as well as existing company export policies and procedures
Provide training and awareness on international trade compliance matters
In coordination with the Law Department, investigate and support disclosure of potential non-compliance, and development and implementation of effective corrective actions
Foster team’s engagement with designated Export Technical Advisors
Establish relationships with key business collaborators and internal customers, including Business Development, Contracts, Global Supply Chain and Programs
As assigned, lead initiatives related to the development, automation, and continuous improvement of business processes and tools impacting the International Trade Compliance community
Maintain applicable trade compliance records in accordance with regulatory and company requirements
Qualifications:
Basic Qualifications:
Bachelor's degree with a minimum of 10 years of international trade compliance experience or Master’s degree with a minimum of 8 years of international trade compliance experience. We will also consider a High school diploma or GED with a minimum of 14 years of international trade compliance (export, import and/or customs) experience
Experience in the ITAR and EAR, including making jurisdiction and classification determinations
3 years of experience as an Empowered Official
Experience in effectively applying U.S. Government regulatory requirements in complex scenarios, analyzing and solving complex problems
Experience leading and managing a team
Experience at adapting to rapidly evolving priorities, including the ability to manage multiple projects while meeting schedule and quality requirements, and exercise judgment about when to escalate potential conflicts to leadership
Active U.S. Department of Defense (DoD) Secret security clearance
Preferred qualifications:
Experience working in a fast-paced environment while delivering a quality work product
Experience with OCR's EASE software
Familiarity with USG technology release / Technology Security & Foreign Disclosure requirements
Familiarity with Northrop Grumman processes, tools and products
