Northrop Grumman Defense Systems Sector is looking for a Resource and Investment Manager in Huntsville, AL to support the C4 Missile Defense Business Unit. The BU is organized around two Operating Units: IBCS OU (Integrate Air & Missile Defense Battle Command System Operating Unit) and Mobile Command and Control (Mobile C2 OU). The BU’s portfolio of capabilities includes Integrated Air and Missile Defense, Multi-Domain Command and Control, weapon systems engineering integration and test, sensor and effector integration, and Agile DevSecOps SW development. BU program operations are centered in Huntsville, AL, with work happening in Redondo Beach, California; Bellevue, Nebraska; Warsaw Poland; and various military bases around the country.
The primary objective of the position is to support the BU in the successful execution of cost, schedule, and technical performance in the delivery of products and services to the customer. The BU operations manager reports to the BU Director; primary responsibilities include the management and oversight to the following critical functions:
· Define, measure, analyze and improve processes across the BU that result in efficiency and transparency in investment and resourcing activities
· Align across the BU portfolio with technology discriminators, warfighting value, and programmatic alignment to optimize delivery of operational capabilities on relevant timelines
- BU resource and budget development/execution in support of business development, capture, and internal research development and engineering
· Lead/manage planning and coordination of BU level NCTA Reviews, Resource Board Reviews and IRAD/Capital Reviews
- Partner heavily with Business Management, Facilities and Advanced Technology program teams to effect process visibility and enhancements
- Analyze and provide recommendations to the process of efficiently using tools such as WLF, TRIO, etc.
Basic Qualifications
- Bachelor’s Degree with 10 years of experience OR Master's degree with 8 years of experience.
- Dynamic and executive briefing skills
- Demonstrated experience with operations and the management of projects, including:
- Leadership of medium to large scale projects and initiatives across multiple stakeholders and competing priorities
- Successful project completion within the confines of cost, quality, and schedule
- Proven ability to showcase attention to detail, collaborating across organizations and influencing stakeholders
- Demonstrated ability to work independently with limited guidance and exercise independent judgment, knowing when to elevate concerns or issues
- Experience in leveraging automation and software tools that promote efficiency, i.e. SharePoint, Confluence, Teams
- Experience in Capital, NCTA, and/or IRAD management
Preferred Qualifications
- Active DoD Secret Clearance investigated within the last 5 years.
- Program management or agile project management experience
- Knowledge of company and sector operations, policies, procedures and principles of operating practices
- Lean or agile trained/certified
