The Integrated Battle Command System (IBCS) Operating Unit Alignment and Synchronization Manager is responsible for leading the development of tactical to strategic-level planning and program execution products that enable the alignment and integration of programmatic and business activities across the Operating Unit and its portfolio of programs. The Synchronization Manager reports directly to the Operating Unit Director and is responsible for leading and managing the development of plans, products, and schedules that create programmatic alignment in execution across U.S. domestic and international IBCS programs. The Synchronization Manager interfaces internally with program managers, functional managers, and IBCS Product Line leaders. Externally the Synchronization Manager serves as the OU’s interface with customer program office organizations responsible for Government acquisition and programmatic integration and execution.
Key Responsibilities:
The essential duties and responsibilities may include but are not limited to the following:
- Development of integrated, cross program acquisition plans and schedules drawing from internal and external sources
- Frequent interface with senior leaders within the Army Program Executive Office and subordinate Project Offices to gather information on current contracts and acquisition plans
- Presentation of plans and products to senior internal and external customer executives
- Frequent interface with Operating Unit program and functional managers, Product Line IPT leads, and program synchronization managers to enable the development of integrated planning products ranging from conceptual integration plans to detailed planning artifacts and schedules
- Development of processes and procedures to drive synchronization of multiple programs.
- Ability to conduct rehearsal of concept drills with a diverse group of organizations to validate planning products
Basic Qualifications:
- Bachelors degree with 8 years of program management or IPT leadership OR Masters degree with 6 years of program management or IPT leadership and over 10 years of overall industry experience
- Demonstrated customer interface skills
- Demonstrated large-team organizational and communication skills
- Demonstrated executive communication, presentation, and collaboration skills
- Demonstrated experience in developing planning and schedule artifacts
- Demonstrated ability to understand and extract data from integrated master schedules and integrated master plans
- Demonstrated experience in coordinating system integration
- Working knowledge of Microsoft Project
- Army Integrated Air and Missile Defense background or experience
- Active Secret clearance
Preferred Qualifications:
- Masters Degree in a STEM field
- 8+ years of planning experience on a high-visibility program
- Integrated Battle Command System background or experience
- Foreign Military Sales (FMS) experience
- Program capture experience
- Proposal development experience
- Project Management Professional certification, or similar
- Active Top Secret Clearance
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
