Northrop Grumman Aeronautics Systems has an opening for a Staff Project Manager to join our team of qualified, diverse individuals within our Test and Evaluation Organization. This role is located in San Diego, CA.
The selected candidate will oversee and manage the operational aspects of ongoing projects and serve as the primary liaison between Program Management and Test IPT leads. The selected candidate must act with speed, guide others in producing quality work, be self-motivated, and have the ability to communicate complex technical issues and solutions. A successful track record of program performance, and test experience is required.
This position will be located on-site in San Diego, CA, and offers a partial teleworking schedule (half on site/half remote). Candidates must be a commutable distance from the site.
Key Responsibilities:
- Provide EVM support to the IPT to include but not limited to EAC reviews, VAR reviews, staffing analysis, and tracking of actuals.
- Assess project issues and the development of resolutions to meet productivity, quality, and customer satisfaction, goals, and objectives.
- Develop mechanisms needed to effectively monitor project progress and for intervention and problem solving with program management, Test IPT lead, Product Support disciplines, and customers.
- Analyze PD/BOEs/SOW/WAD to assist with completion of baseline artifacts.
- Review proposal TAMs/BOEs to gain insight on upcoming EP Staffing profiles.
- Strong communication and interpersonal skills with ability to interface with an organization at all levels.
- Ability to multi-task and prioritize workload.
- Support proposal activities
- Facilitate internal and customer meetings including meeting logistics, presentation material templates, collection, and content generation, meeting attendance for on-site integration, action item tracking, and post-meeting follow-up
- Manage deliverables to internal and external stakeholders
- Review status of projects and budgets, manage schedules, and prepare status reports
- Assessment of project issues and development of resolutions to meet productivity, quality, and client-satisfaction goals and objectives

Basic Qualifications:
- Must have a Bachelor’s degree AND a minimum of 12 years of related professional / military experience OR a Masters degree AND a minimum of 10 years of related professional / military experience OR a PhD and a minimum of 8 years of related professional / military experience.
- Must have an active DoD Secret or higher clearance (with a background investigation completed within the last 6 years or currently enrolled into Continuous Evaluation)
- Must have ability to obtain and maintain Special Program Access (PAR)
- Must be flexible, and able to support weekends, multiple shifts, and off hours as dictated by program test activities
Preferred Qualifications:
- Active Top Secret clearance
- Excellent communication, interpersonal skills, and the ability to interface with all levels of employees and management
- Proposal development
- Previous experience working directly with customers and suppliers
- Proven leadership skills

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results.
